The out is for connecting to a receiver. It will not charge the battery as far as I know.

OK, I think you are asking the following:
Can you connect Receiver ---- Birdog -----Motor ----- LNBF?
I don't see why not. You can still control the motor using the receiver, and verify the signal using the Birdog.

Another way you can achieve this is if you have a dual output LNBF. Then you can connect the meter to the second output on that receiver.

I have done the following in the past and it worked fine:
    Birdog---- MP01 ----Motor ---- LNBF

The meter supplied the motor with power and the MP01 provided the DiSEqC 1.2 to move the motor. I aligned a motorized dish just like that without even using a receiver. Notice that this will drain the battery fast, so you really need to be fast and know what angles you need to setup the motor/dish.

1- on the first answer i would have to remove the battery from birdog or no.? don't know if it would fry it?

    2. the above you stated birdog--mp01--motor--lnbf ok ? does the mpo1 do the same as bird just lower model or is it 2 diff things? im asking if it does why not just use birdog in place of mpo1 sorry i never used 1 so i just wonder? thank you for your Patience and your time..
