USB V3.0 0010 No Custom Carrier

I currently have a V3.0 meter that does not have the custom carrier feature, is this a firmware issue? I am in a bind for this feature as my 4.0 meter screen is broke. Any help is appreciated. Thanks

Ver 3 does not have custom carrier and no way to upgrade.
LCD display is not repairable and must be replaced.
