No " Found " signal

I am trying to set up a Hughesnet system to Sat Mex 5 116.8 Horizontal with a Birdog 3.0 with new files loaded. I can not get the meter to show a "found" for this bird. I can use a PC-OPI computer program to locate the bird and tune it in that way, but when I go back and hook the Birdog up there is not a found signal on the meter.
I can use the same meter for Dishnetwork and it works just fine.
