birdog help

I have a birdog meter bought from sadoun and had it shipped to me in Iraq last year.
Anyhow i dont think it works right. I have tried lots of different configurations now that i am back in the US and i still can not get it to say found on signal. my fta box works. i have tried it with a known good direct tv and also my T5 but no luck it wont find either one.
my meter is version 2.50 thanks
