Smile Khmer channel up?

Is khmer channel up or just the blue screen? What kind of LNBF is better to get IA5 with Fortec Star dish 91"? Thanks for your help in advance. Any information will greatly help and appreciated.

I am receiving IA5(aka Galaxy 25) with a 90cm dish and a Invacom QPH-031 at 80 to 90% signal Quality.
