I have fortec star dish and ultra life receiver.
If I point it to Pas 9, will I be able to get the FTA channels?

You'll need a "big dish" (2m+) for reliable reception of the C-Band side of PAS-9.

All there is on Ku-Band (the last time I checked) is Cubavisión. That would require a 75 cm dish and universal LNB.
