I have the same problem than you with this transponder, see:

What is the size of your dish?
It will be interesting if someone can confirm that this tp is the weakest on IA5 (ex-T5).
TAC broadcast some arabic programs. Yesterday night I saw news from Syria and this morning a soccer match broadcasted in the same time on the Syrian Satellite channel.

I have 36" dish and my signal on this transponder is 88% signal strength/83% signal quality.

11874 is very weak transponder. If you do not get it but you get all other transponders fine, just try to rotat your lnb. Most of the times I get signal of 74% (the highest) from 0 when I move the lnb just 3-4 degrees.
