receiving arabic channels in canada?

Hi,

I live in Victoria, BC Canada. I wonder if I can
receive the Free-to-Air arabic channels. What
dish size do I need? Also, do I need a viacess-enabled
or similar receivers?

Yes you can and a good size would be 90 cm for Telstar 5:

You just need a free to air receiver with no need for any conditionel acces card.
