Scart conncters have a high quality picture. There are TVs sold in the USA with the scart connecters and they are called multisystem TVs. A friend of mines have his multisystem TV connected to a Fortec Star 786 and the pictures is very crispy and sharp; better than the s-video. I have a ascart to s-video adaptor, but when used with a NTSC TV the picture is always white and black.
