IMHO forget the Radio Shack signal meter and take the receiver and a small TV up on the roof (preferably on a non-thunderstormy day) and align the dish using the Fortec internal signal meter. As Michael says -- those external meters will lock onto any satellite rather than just the one you are looking for; this will drive you nuts.

What you should do - to gain experience with these FTA dishes - is try to lock onto one satellite first - say T5 - and then after you are familiar with downloading channels and changing transponder data, etc.; you can try again with the motorized setup. From my own experience I would never have been able to align my motorized dish if I had not previously set up fixed dish installations - its just too tricky.
