Federal regulations prohibit this sort of crap. You don't need permission to install a DBS dish on rental property that you have exclusive access to.
Attaching it to their property could be an issue, but nothing should prohibit you from putting a dish on a pole in a 5 gallon bucket of concrete and having it on your patio.
