Maybe I am wrong with what I am saying, but as far as I know, the problem with installing dishes is drilling wholes into walls and insurance questions.
What I did, and nobody could say anything against it, while I lived in an apartment was following: I went to the next Lowes/HomeDepot/whatever and got following things ->
1. A big black bucket (~10 Gallons)
2. A long (~4 foot) zinc tube with a diameter of about 1 inch
3. A bag of concrete
4. Some string
5. A water leveler
I poured the concrete mix in the bucket, added lots of water and started mixing until it got thicker. After that I set the zinc tube in the middle of the bucket, while using the leveler, and tied it up with lots of strings to stabilize it until the concrete dried out (~1.5 days).
No holes in the walls, no brackets mounted somewhere, absolutely nothing connected to anything someone could complain about.
