Hi Keeps: Just like Satnut said they are the right adjustments. but you need to move you angle finder on top of the 2" x 3" tupe where the dish pivots on, not on the side shown in picts where the actuator is bolted. set the 2" X 3" tupe to 28 degrees with the treaded rod, with the angle finder, then move the angle finder to the ring that (angle finder will be up side down) that bolts to the dish then adjust you're declination adjustment ( 1st picture) so the angle finder reads 32 degrees. the 32 degrees is adding the offset for you're area to the elevation for you're area. and all this will be done wile the dish is in the bird bath position, with the high end of the 2" x 3" looking to the due north. then start you're tweaking, good luck..
