Ok working with a small dish you will be using Ku band. Last time I counted there were 52 tv channels available on Ku in Espanol. Many are duplicates like Univision. You will get 1 Telemundo on the sat @ 79. You should be able to see 123 from where you are which is where the Univision channels are.

As Rainman stated the biggest dish you can use is 39" and if that is affordable for you that is what I would buy. HOA's have no say in a dish 39" or less. Bigger the dish the less signal loss during rain and storms. I have a 76cm dish in service, a 80cm in service and have had no problems from either. I also have a 36" dish in service which does bump signal up a bit along wityh more stability.

I do not know if TV Azteca is still available on Ku in the clear or not. I know I get it out of Mexico on C band. There are also some channels out of Mexico you can pick up depening on the time of day. Not all broadcast all day every day.

LyngSat - Lyngemark Satellite has a list of sats and channels available. Ku channels are designated with 5 digit tp freqs. So 3405 you could not get with a small dish but 11720 you can.
