I just bought a fortec 90cm dish and I am really confused by the elevation mark on the dish. Using the dishpointer

However, if I set it to 21.5 use the disk's elevation mark, the dish is basically pointing to the ground. Can anyone having the same dish give me some hints on how to use the elevation mark? Thanks.
