Do you have the necessary equipment to check the spectrum for interference? It would seem that if you know that all of the parts are good, and you have some results reading another frequency that maybe something is interfering with the frequency that you're targeting. I doubt it since your l-band frequencies can't be that far apart, and you should see the interference on all frequencies (although you DID indicate a lower than normal power reading on your previous setting). Being that you're on a nuclear reactor site in a less regulated country, who knows what might be radiating through your cables and causing interference!
