My assumption is you are using a
motorized system. Your strength reading really means nothing as every receiver puts out readings differently. Are you getting a lock on the 11720 transponder? That is generally perceived as the weaker of the transponders on 123. What size dish? What is your location? If 123 is on the edges of your arc your dish a little bit out of alignment. Alignment becomes very critical when getting out on the ends of the arc you can view. If you are working with a stationary dish and manually moved it to the 123 location play with the lnbf skew. This is done by rotating the lnbf in it's mount. Most likely will need to rotate in a counter clockwise direction.
