You might read:
FCC Fact Sheet on Placement of Antennas

This document makes it clear that they cannot restrict dishes of 1M or less in an area that is for your exclusive use. This would seem to make their restriction to 18" invalid, which I would think would make the whole thing invalid. Ie since they only mentioned 18", then that aspect of the lease would seem to be invalid, and I would think your 6' dish would even be permitted. It seems pretty clear though that they can't stop a 1M dish, unless I'm missing something.
