This is a question that I've seen asked hundreds of times over nearly 20 years on the net. I think the answer is for a mesh dish, paint won't hurt anything, and any kind of paint will be fine. Only thing I'd avoid is getting it around the moving parts, ie around the bolts or bushings or whatever the dish turns on, so that it doesn't hinder the movement of the dish.
Only kind of dish that I think paint might be a problem with, would be a fibreglass dish, ie a dish where the actual metal surface is inside a fiberglass substrait. If you put a reflective paint on the fiberglass surface, it would change the optical properties of the dish, so you'd have to make sure that the paint you use doesn't reflect microwaves. But with a metal dish, this shouldn't be a problem.
