I have ran my receiver with no IPG. Just drop your sub and away goes the IPG. It is one of those free things as long as you have at least one sub. Funny thing is most providers show a price for it but you can not buy it seperately and if you sub to something they throw it in for free.

I think we may be talking about 2 different PM messages here. I was talking about the one which referenced a DCII signal that was on a frequency not found on any of the 4DTV channel maps, not the PM about the "free" DCII channels. The 4DTV is really crippled with respect to tuning Freq/SR values that are different from those found in the various channel maps. The url you posted shows that the potential is there for coping with this, but I have yet to read a post from anyone who has had much success with this, which is why I PM's that example several months ago. I think you tried it at the time, but I thought it might be interesting to see whether you could get better results using DRLEVs info.
When I mentioned IPG above, I really should have clarified that I meant the channel maps (which may come down on different sat from IPG). Ie the 4dtv is dependent upon Freq/SR values mapped in for each satellite. If you drop your sub for a while, I assume that you still have the old maps in there, but when things move, you'll have to do a lot of trickery to get things to work, like the recent post by the fellow over on Satforums who was trying to follow a mux that moved from one sat to another, which was complicated because he couldn't see the sat that uploads new maps, so he still has the old maps. Last I checked he still hasn't been able to tune it, even though it moved with identical parameters.
Anyway, even though my 4200 is a bear to tune (about 60 keystrokes to reset to a new VCT), for free (FP/ZK) signals, I'll take it over a 4DTV anyday.
