I live in Tampa, Fl. With my 31 inch dish, I can recieve all the channels offered on IA5. However the signal strength varies from 26 to 75% depending on the transponder. That vietnamese channel is one of the weaker transponders, but not the weakest. With my setup, the Vietnamese channel comes in at 33 to 40% which is a very watchable picture (anything less than 20% is not watchable). During the afternoon showers, the signal will drop 10%. There is alot of free content out there, so you must first decide what you want to see. In addition to IA5, there are a couple of other satellites that offer vietnamese content, so you might want to consider a motorized unit. If you want everything, then get a 8 foot dish with C/Ku LNB. You can visit Lyngsat.com to see what's offered, however, you should know that satellite channels change quite often.
