You sort of answered your own question here. Ie you have a universal lnbf so you need to use 10600 and 9750 for the high, low LO freqs. 10750 is for a standard lnbf.

It doesn't matter how i move the dish, the Q signal never go up. It's only blinking up and down really fast.

So i changed the setting to Galaxy 3C 95.0W and scanned, i picked up three chinese channels.
You still haven't said whether you have a motor. Ie if you just change the channel in the receiver on a fixed dish, it is still looking at the same sat, The fact that it actually picked up the G3c channels tells me that you were pointed at G3c all along, and need to move your dish a bit west to get 97.

it's driving me nuts trying to get some VTV4.
The little markings are for the skew. Go to the saduon fixed dish (assuming you have a fixed dish.) installation page, and fill in your location, and it will tell you where to set the skew.
