I know what you're trying to say, but the way you said it is a bit misleading. Actuators don't "require" 36V. I've run 36V actuators for months using only a 12V car battery. I think they do draw a bit more current than those little motors powered by FTA receivers though.
The VBOX is reading the DiseqC 1.2 commands coming down the coax, then sending the +/- 36 volts to the motor to move it to stored positions. The way you said it, it sounds like it's converting the 5V DiseqC signals into 36 V or something. It's getting the 36 V from the power line and just using the "signals" to tell it what to do.
