Different Signal Strengths on 61.5

My primary receiver (301)shows signal strengths in the high nineties on satellite 61.5 transponders 26,27,28. I have a secondary (2700) receiver in an adjoining room which shows readings in the low fifties on the same transponders. The receivers are an equal distance from the SW64 switch. I'm puzzled.
Are the signal strengths based on the signal at the antenna, or at the
individual receivers? All cable is RG 6. Can someone explain why I'm getting such a wide variance in signal strength from two receivers which
are only a wall's thickness away from one another?
