I was originally just thinking that one of the center conductors just go bent over, but your mentioning cable TV makes me ask to make sure that you have completely disconnected these cables from all the cable TV components, like switches, diplexers, etc. Ie you ARE just using the cables aren't you? Cables can work for other purposes, and not work for satellite, because they have to pass DC for satellite, and sometimes they can work even without DC continuity for cable or OTA antennas. And if you have some kind of transformer or capacitor in the circuit, that will kill satellite reception.
Re using the signal meter to test, usually those meters will squeal once connected to the voltage from the receiver, so you can test all the way out to the motor, and then to the lnbf to verify that you're getting voltage out there. Connecting the meter just to the lnbf won't help. You are testing for voltage from the receiver in this test.
