If you reside in the US you do not need permission for anything 1m or less. So a 36" dish does not require permission. If you are a renter it would probably keep good relations to discuss it first though I would not imagine you getting any C band on a 80cm. I was totally shocked anyone was getting anything on a 4' dish but as those that play have stated it is very limited.
