In addition to what Rainman said, I would use a dish elevation of between 25 and 26 as a starting place, because the declination you should be using for your location is more like 4.5 degrees, not 7 degrees. I'm curious what chart said 7 degrees? Many charts will say 5 degrees for you latitude, but no chart should say 7 degrees unless you are at very high latitudes, and you should never use 7 as your declination unless your latitude is up around 55 degrees.
That being said, however, that dish elevation is just a starting point, and the fact that you're getting nothing makes me wonder if you're having the common problem of setting the motor angle with your latitude on the elevation side instead of the latitude side? Ie for your latitude, I would recommend using 31 degrees (instead of 30.4) on the motor side, and 59 on the elevation side.
