I would do an Internet search for Eucom. They hold that MUX and talk with them about it. I am in the US and subscribing is basically nonexistant here for DVB with the exception of DirecTV or Dish Network. You should get answers from Eucom or perhaps they can point you in the correct direction.

You may not be able to sub to this. It may be a feed brought in solely for US troops. An email might get you some answers though.
