I would imagine the US broadcasters are footing the bill. At least the basic setup and transmission. I imagine if any of the Arabic programming providers wished to buy time on US sats they could broadcast here also. Perhaps US companies own the sats pointed at the middle east.

Many possibilities. Biblically in the end times we will have a one world language among other things. It is a common belief English is this language. If this be the reason there is no reason to spread Arabic amongst the world but English there would be.
