The problem using a toggle bolt (butterfly) is you need to drill a big hole to get the thing initially thru the wall.

I guess I'd need to see a picture of where you think you are going to mount this to really make a recommendation.

If it's where I think it's going, I would use a lag screw for the siding mount conneciton also.
Especially if it's real plywood, it'll grab quite well.
Predrill with a 1/8" or so bit. It would be great if all the mounts hit a stud.
