I think you may be confusing TCM with another service found on C-band on one of the Canadian birds. TCM is on one of the Canadian birds, but to the best of my knowledge it is KU, and is scrambled, on the very Star Choice DCII service that as you say will "create havoc" with US 4DTVs (it even does strange things to my 4200 DCII receivers, but it isn't permanent).
I think TCM is part of the HITs package on G4, and I think NPS was talking about getting it for 4DTVers, but I don't have a 4DTV, so I don't know if it's available or not.
If TCM is available FTA or FP or ZK anywhere, I'd sure like to know about it, although not here.... the new finds section would be a better place.
