My DBS1000 will not lock a signal under 50% quality. I assume your 2000 is the same way. If you are getting readings on your receiver of 70/40 you should be close (providing you are using an active transponder on the correct sat as your reference) It is simply a matter of adjustment.

Are you aware you must skew the lnbf? If it is not properly skewed that could cause your problem. I have found the Winegard dishes to be fairly accurate on the settings. If you have the dish elevation set as per the fixed dish setup instructs found at www.sadoun.com and the lnbf properly skewed I would slowly work with rotating the dish on it's mount east and west in tiny increments watching for any improvement.

When you find the point that signal is strongest then work with dish elevation until your signal is strongest. That really should cover it providing you have your receiver setup properly.
