Viewing NSS 806 at 40.5 deg West ?

The thing that confuses me, is that one would think it should be viewable. Here are photos of the footprint coverage maps of this satellite.

I was hoping to beable to view Bolivan Tv from Missouri. But I guess if it were viewable it would take a rather large dish aimed in the low Eastern Horizon ?

Does anyone know of a good computer program to use that would allow me to input the data, and find the exact dish aiming coordinances ?
