If you are looking for the info to hack the encrypted channels, you are in the wrong forum. FYI, no software works with TH to get the paid channels for free.
If you are talking about getting these encrypted channels legally using CAM, I think the TH 1030 model accepts CAM, but I have not heard anyone successfully getting subscription with it. Plus, the model 1030 is not supported by a third party software, DVBViewer, which allows you watch 4:2:2 format.
Back to your questions regarding your PC, I think it is slow for the TH since the card uses software decoder.
