You're supposed to use that formula and lookup the declination angle based on your latitude.
so for boston latitude 42 it will be 46.5 - 6.49 = 40.01 so you should set your Dish elevation to about 40.
But let me tell you, last week i did a motor install and my calculated d.e. was about 8-9 degrees less then i had to put my dish to get accurate reception of the arc so you will have to experiment.
