95W carries Direct Latin America. I am not sure if it can be received in US, maybe in southernomst areas. If it can be recieved in Texas, the bigger the dish, the better. As for LNBF, I don't think that
Sadoun sells LNBF needed for Directv Latin America. It seems to be circular polarization, but the frequency range is much lower then regular Directv.
IS that what you are looking at (Directv Latin America) or maybe I am unaware that US Directv is adding international programming to that satellite as well?
Either way, you will need a Directv provided receiver and the subscription.
