Issue resolved

I figured out what my issue was and thought i would post the results in case anyone has a similiar problem. It was not directly tied to Yemen TV, but how my receiver apparently works.
It appears that once a scan is performed the receiver remembers a channel and it's characteristics such as if it was a radio or TV channel. The receiver gives you the ability to move the channel around and change it's caption if you wish. These items do not change even if you re-scan the satellite.
So what I believe happened is that when i initially scanned my receiver a certain channel was assigned as a radio channel. When they moved Yemen TV, the target frequency corresponded to that previously categorized/assigned radio channel. So Yemen TV was therefore "stuck" as a radio channel even though it was now a TV channel. In my channel manager, I was unable to move it from radio to TV.

What was the solution??
I went into the channel manager and deleted Yemen TV.
I then re-scanned and Yemen TV was found and put in the last channel slot as a TV channel.
I then used the channel manager to move it to my desired location.

Hope this helps anyone else if they experience a similiar problem.
